Car Accident

I need to know who picks up the medical cost in a no fault car accident,when a company vehicle is struck from behind?Also if a settlement is obtained as result of accident and the medical cost excede the allowed payment by workers comp. WHO IS HELD RESPONSIBLE?and does that affect settlement payout?
