Rear Ended a car

I rear ended a car. The man was stopping because there was a dead dog on the other side of the road. I glanced away for a moment, to look at the scene, and when I looked back, the man was stopping. I slammed on my breaks immediatly but unfortunatly it wasn't in enough time.  His back bumper has minor scratches and my front bumper is caved in.

My question is: Would this be both parties faults or would it be all of my fault?
