Right to medical charts in PA

Hi , I have a question....For 3 three weeks I have been attempting to retreive my sons complete medical charts, and have only received partial charts. Under the PA code, the Dr. is required to provide me with a complete shart, including the info I have requested 3 times now. I feel they are afraid of a lawsuit and that is why they will not comply. Yesterday, I visited the ent office to explain my rights and they still wouldn't even let me look at the chart, which is unlawful. Would the local police dept be able to help, or must I use a lawyer? Thanks in advance. We require the charts this monday as we are going for a very important 2nd opinion. Thanks for replies.
