Hiring between two companies ending a joint venture

When a joint venture arrangement is dissolved by the two parent companies (one parent sells their ownership stake to the other), is it legal for the selling parent to secretly not hire back JV associates before and after the transaction?  There appears to have been some sort of arrangement between the two parent companies, whereby the selling parent secretly agreed to not hiring the JV associate.  Any attempt to apply for a job at the selling company simply goes unanswered?  Is this legal?
