Air Bag Deployment

I was involved in a low speed crash while chasing a stolen vehicle. The operator of the stolen vehicle admittedly locked up his brakes in an attempt to deploy my airbags. My question is this... How fast does a vehicle have to be going to set the airbag off. I was operating a 2001 Crown Vic at the time.

According to www.airbagonoff.com "An airbag is designed to detonate at crash impact speeds of as little as 8 mph, and on average 13 to 17.5 mph."
